From Hong Kong to China to Macau, is it eligible for the 240 hour visa policy? Thanks.

Yes, the basic route is eligible but note that here China refers to allowed 24 provinces or regions showed on the sheet of this page. Also, you cannot depart by train from Hong Kong West Kowloon Railway Station.
