About:China Museum of Huaiyang Cuisine

I want to set up a high tech company in Hainan, shall I apply for M visa or R visa?

I don't have anyone in China to invite me, hence I don't have invitation letter, I need to come to Hainan set up the company fast, but due to Covid, the Chinese Consulate in the UK not giving me much choice at the moment. What is your suggestion? Thanks
