About:24-Hour Visa-Free Transit

Lay over visa

My family is traveling from Haneda, Japan with a layover in Guangzhou to Manila, Philippines. Our layover is 16 hours. Is there any fee for a visa if we want to do some sightseeing? Where and how can we get a visa?
