I am flying from singapore to xian with a layover at beijing for 16 hours. I am planning to exit pek airport for a short tour. Do I need to apply for transit visa once I arrive at airport? I hold a singaporean passport.

No, you don't. You will go through the immigration checks at Beijing airport and then you get 30 free days to travel.
