Ralph, the recommendation is to obtain a Chinese visa in advance. It is formally possible that you obtain even a Shenzhen visa on arrival at Lo Wu / Luhou border crossing, but since the citizens of Tanzania apply in extremely small numbers, it is more than hard to tell you anything for certain in terms of potential success or rejection.
Having in mind that reason and the inability to tell you anything for certain, my suggestion is - obtain a Chinese visa in advance and when you approach the border you will do it with absolute peace of mind.
