transit in shanghai two times

Hello, i'm from Indonesia

I have booked flight from indonesia to Jeju next year. and i should take layover in shanghai for 19 our. Am i eligible for 24 hour visa free? and can i sigh seeing to the city?
and can i get 24 hour visa free twice for flight Indonesia - Shanghai - Jeju and Jeju - Shanghai - Indonesia?

Yes, you are covered by the 24 hours visa free transit and you can go out for sightseeing after getting a 24hr visa free entry at the border counter. You can get 24hr transit in Shanghai twice; there is no limitation on it.
