Yes, of course she/he can. She/he is eligible for both Shenzhen 5 days and Macau 3 days VOA. The price for both is 130 CNY in cashless form or to be precise by your card. Just be careful to arrive at the designated border crossings and early enough to beat the latter queues. Shenzhen airport does not issue visas on arrival.
