So you only transit in Shanghai and won't enter China? Then you don't need to declare the cash.

Keith, thank you for replying to my question. I will actually stay one day in Shanghai and would like to get a 24-hours transit visa for that purpose. I came across a slight hint (on Internet) that I might be obliged to declare any cash if then I take it when leaving China. But there is no direct and clear regulation on this issue that I can find

Then I advise you to declare it although I didn't find related regulations neither, considering you need to enter China.
