About:Visa on Arrival

VOA Finnish passport

I should be able to enter Shenzhen visa free with my Finnish passport and just apply for the permit in Lo Wu border, correct?

Exactly. There should not be any problems as far as the granting a 5 days Shenzhen VOA is concerned. You should just arrive in the earlier morning hours to avoid the queues and also you will pay 130 CNY for a visa in cashless form, i.e. by your credit card.
