Abdulazeez, if your family has only 7 hours long layover, their itinerary is covered by 24 hour visa free transit and they do not need any kind of visa. You are mentioning 24 hours transit visa, but such thing does not exist. It is 24 hour visa free transit and this is a status of those traveling through China visa free and not something you receive or not. In other words, your family will just wait airside and they will not be a subject to immigration and customs inspections, but they will just walk from one to the other gate. They are free from any kind of formality and they do not have to fill out any form. They are not eligible to exit the airport because their layover is considered to be a too short one for an exit. Basically they are go to go.
One more detail... You have mentioned that they will travel from Nigeria via Shanghai to New Zealand. We both know that there are no direct flights between Nigeria and Shanghai, so you should be precise in this regard. I have assumed that they will travel from Nigeria visa some other hub, for example Istanbul and then to Shanghai... OK, this should be fine.
