American living abroad and getting tourist visa at a Chinese embassy in Europe

Can an American go to a Chinese embassy located outside the US to get a Chinese tourist visa? I am an American moving in the next few weeks to Europe and given it may not be possible to get a visa before I leave, I'd like to know if I'll be able to get one going to an embassy in Zurich, for example (or another European city) after I settle into my new home.
