You can apply for a Shenzhen visa on arrival at Huanggang, Luohu or Shekou Port.

Shenzhen VOA has 5 days' validity. You can take HK MTR to Luohu (Lo Wu in HK) port and apply for a VOA there. The travel type VOA costs CNY130. I'm afraid Shenzhen is the only city you can travel with VOA. No special requirements are needed.
