Residence Permit to L Visa

Hello. I am currently studying a language course in China. I am having a resident permit for that which expires mid July right after my studies finish. Can I apply for a tourist visa (for after my resident permit expires) while in China and while I am holding the resident permit? Thank you for your time in advance.
