Tickets at the Service Center

In the information is the fact that tickets are not available at the Spot, online reservation is needed.
I can't find any official website for pre booking.

How can i get tickets as foreigner?

Pre booking is not available for foreigners, but they can buy special tickets (for foreigners) at the ticket office with passports.
