VOA 5 days-BAO to Tokyo with a 3 hours layover in Shanghai

After my VOA 5 days in Shenzhen, can I leave through BAO to Tokyo with a 3 hours layover in Shanghai

I'm afraid you can't. You can fly directly to Tokyo or have a layover in other countries or regions, but not in Mainland China, like Shanghai you mentioned.
