HSR Schedule

We noticed the HSR schedule in the website always changes. Check with local travel agents where confirmed that the hsr schedule not fix. Also being told that even if you have successful purchase the ticket that its might be cancel because of train not full ie <30% but will be replace another train. However this will disrupt our planning results very messy. It is truth or not. What's should we do then?
