Can I bring in American Jinseng that are in powder form in sachets and then placed in a box into China.

You can but you need to a certificate issued by Office of Endangered Species Management of China.

Can I bring dried Korean Ginseng made in America that’s for a small gift? It’s not even alot. Would I still need a certificate?

If the Korean Ginseng is artificial planted (I believe it is), then you can take it without a certificate. But the customs may take it cautiously, inspection whether it is the endangered specie and may seize it. (I've read a piece of news saying Korean Ginseng being seized.) It's risky.
