Singapore to London layover in Guangzhou

I am looking at a ticket Singapore to London but it has a 24 hour layover in Guangzhou - can I get a visa to leave the airport not collect bags just with hand luggage and stay in a hotel do some sightseeing then get the connecting flight 24 hours later? Is the bias on arrival or must I get at embassy
