VOA at Lo Wu station

I am from Australia and will only be in Shenzen for 2 days to visit a factory for business. Can I apply for a VOA at Lo Wu station as I will be coming from HK by train and what would be the cost?
I assume that I can not use the Bullet Train to obtain a Visa.
