Can US Citizen Apply for Q1 visa while in China

My father is US citizen and is currently in china with L Visa, and wanted to change it to Q1 visa. His mother and siblings are all in china. Can he apply for Q1 visa while he is in china? Does he have to exit china to apply the visa? If he has to exit, can he just go to Hong Kong and apply for the Q1 visa?

Generally, he needs to apply for it in his home country. Changing visa in China is not possible. Applying in Hong Kong will highly be rejected. However, it is better to confirm with the local entry and exit administration bureau.
