Both routes are definitely and undeniably eligible for 24 hour visa free transit and you do not need any kind of visa. During your first route, you will just walk from arrival to departure area without crossing border and immigration control. In other words, you do not need to perform any formality. You will just cross the security check. During this layover in Beijing you do not need to fill out arrival/departure card at all.
During your second I understand that you will have to cross immigration and to collect your baggage and then perform new check-in. This is perfectly fine and here is what will you do... On your flight from Taipei to Chengdu, you will get arrival/departure card and you will fill it out and as a purpose of visit you will just tick - transit. Upon landing in Chengdu you will approach transit counter where you will apply for a temporary entry permit by presenting your flight tickets. For this reason, you are suggested to print out your flight tickets in advance. This application is more a formality and is free of any charge. After you get a permit, you will cross the immigration, collect your baggage and proceed to check-in and then to the gate of your flight to Frankfurt.
One detail here... If you are citizens of Germany, then you should know that German citizens can enter China absolutely visa free for stay of up to 15 days. So, if you are German citizens, you do not have to approach transit counter in Chengdu, but you will just go straight to the immigration. In any case, you are good to go.
