Do I need a visa?

I am flying from Bali to London through Shanghai, the layover is less than 24 hours. I want to explore Shanghai for some hours, is it possible to get 24 visa-free outside of the airport, I have a Romanian passport.

Yes, your itinerary is eligible for the 24-hour visa-free transit. It is possible for you to get a temporary stay permit at the airport to explore the city.
