About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

On a cruise from Hong Kong,2 days in Shanghai,then Japan.Visa required to just walk around Shanghai?

We would like to get off the cruise ship while in Shanghai and just walk around and experience the city independently without joining Holland America tour or any local tours.
