About:240-hour Visa-free Transit in Xiamen

Visiting Xiamen from Taiwan for Russian passport holders

I am Russian passport holder I stay in Taiwan and I am interested in visisiting Xiamen for a couple of days.
Can I come to Xiamen by air from Songshsn airport and return to Taiwan by sea?

No, unfortunately this is not allowed because this is a round (return) trip and not a transit. In order to be allowed to visit Xiamen on 144 hour visa free transit scheme, you will have to have immediate points before and after Xiamen in two different countries or eligible territories (eligible territories: Hong Kong, Taiwan and Macau). As you can see, your immediate points before and after Xiamen are both in Taiwan. If you are willing to slightly adapt your itinerary, you could create an eligible itinerary, for example:

Taipei - Xiamen - Hong Kong - Taipei

This option would allow you to stay in Xiamen visa free for 144 hours.
