Rizka, your itinerary is definitely eligible for 24 hour visa free transit and you do not need any kind of visa. Upon your landing in Xi'an, you will first approach 24/144 hour visa free transit and apply for a temporary entry permit in order to be allowed to take your next flight that is a domestic one. In other words, you will have to formally enter China and this permit will be granted. After the permit is obtained, you will continue through immigration and toward the gate for your flight to Beijing. Here I have to tell you, I am more than concerned if you will be able to catch your flight to Beijing because with just 65 minutes at your disposal, it is all very, very highly risky...
Hopefully, if you manage to catch your flight to Beijing, you will cross the immigration to formally exit China and to reach a gate for your flight to Hong Kong...
Please, rethink about your itinerary, but not because of formal problems, but because of just 65 minutes of layover in Xi'an. This is really, very, very short. It is doable in theory, but who knows how will the situation develop in reality!?
