Your itinerary is definitely eligible for 24 hour visa free transit and you do not need any kind of visa. As far as your luggage is concerned, if you are traveling on a single (through) ticket, your luggage will be taken care of and transferred to your following flight by the Beijing airport personnel. If this is not the case and you travel with two, unrelated tickets, then you will have to pick-up your luggage and make new check-in.
I can see that your transit time is quite long, but I want to inform you that Beijing airport authorities are among the most rigid as far as allowing those in transit to exit the airport. So, you really do not need a visa, but it is highly questionable if you will be allowed to exit the airport. I would suggest you to approach 24/144 hour visa free transit counter and to apply for a temporary entry permit in order to be allowed to exit the airport. This permit comes absolutely for free. After your application, airport authorities will decide on their discretionary right whether they will allow you to exit or not. So, this is for your information because existing the airport when traveling on 24 hour visa free transit is not a right that intrinsically belong to the passenger.
