can i apply for a Q1 visa for my mother -in-law in Bangladesh

I am chinese and my wife is from Bangladesh, we are planning to bring my wife's mother to live with us in China long-term. Can my mother-in-law get a Q1 visa to stay with us long term? will she have trouble renewing the visa each time? what documents will ensure us that she gets the Q1 visa

I’m planning to have my mother come to live with us long term as well. My wife is Chinese and I’m Canadian.
