Can i enter 7am Shanghai 8th Oct and leave 7am 9th Oct to Seoul

Can i enter 7am shanghai 8th Oct and leave 7am 9th Oct to Seoul without visa with thai passport
Will this qualify as 24 hour twov?

Yes, your itinerary will definitely qualify for 24 hour visa free transit, but you should be very careful that your scheduled arrival and departure times are really both at 07:00 (7:00am). If this is undoubtedly precise, you do not need any kind of visa.
