Good question. It is important to say that as Malaysian citizens having 20 hours long layover in Beijing, you have every right to travel without a visa or better to say, you will be covered by 24 hour visa free transit. However, traveling without a visa really does not automatically allows the exit from the airport (airside) because the person who would like to exit, has to apply for a temporary entry permit upon landing at 24/144 hour visa free transit counter. This application is for free and since your layover is really very long and you travel with young children, your chances to be granted a temporary entry permit are really very good. However, nobody can guarantee that the permit will be granted because its granting depends solely on discretion right of the airport officials. If I were you, I would be taking my chances.
