About:24-Hour Visa-Free Transit

Flight --> Netherlands --> Hanoi Vietnam

Question 1: so in order to leave the airport all i need is a 24 or 72 hour visumfree permit?

Question 2: Do i need to notify anyone in advance that im planning on requesting a visumfree permit for 24 or 72 hours? Or can i just fly to xiamen and arrange everything there?
