About:Chinese Embassies and Consulates

I need to renew my expired HK Passport. I'm in Ohio

Ohio has to renew at the New York Consulate.
My question is can I do this all by mail?
I read below how others did it in New York.
If I can apply be mail with a Cashiers Check, How to I fill out the final 2 forms #5
Also how do I pay final fees and postage?
Please Help!

I just did renew my HKSAR passport in New York 2017-05-22.
Document required as below:
1) Money Order $67.
2) Photo 4 pcs (recommended be ready in CVS or other photo store)
3) Copies of passport, copy of HK ID, copy of USA Federal ID to prove your resident.
4) Forms are able to downloaded from HKSAR renew website. It's called ID843.
5) They will provide another 2 forms for you to fill in and a return envelope for passport pick up notification.
6) bring credit card to pay the fee at the end!

Procedures:
1) show the forms to securities and tell them for HKSAR passport renewal only, no appointment required.
2) get number on first floor, they have to review your forms and minimum paper works first.
3) hold the number to second floor to submit your forms.
4) get the receipt to first floor Window 9 to drop off the receipt.
5) take another number to Window 10 to make payment. Recommend to pay by credit card.
6) China embassy will mail the notification to you to pick up the passport there when it's ready.

As I know, it is available to mail to HK Immigration Department directly in the pandemic period but I'm not sure how is it now. However, if you plan to apply for it in the consulate, you have to submit all the documents there in person.
