Enter shenzhen via train from hongkong

Can Singapore passport holder enter shenzhen from hongkong by trian apply for VOA

I'm afraid no. Both exit procedures from HK and entry procedures into Shenzhen are done in West Kowloon Railway Station and the station doesn't allow entry into the mainland without a ready visa.
