VOA for Zhuhai Visit without Travel Agency (US Citizen)

Hello - I am a US citizen visiting Macau in August and I would love to visit Zhuhai for a quick day trip. Can I get a VOA from Gongbei Port of Entry without a travel agency? I would love to explore Zhuhai (temple, walk along the water, etc.) for a quick day trip but did not want to be part of a group travel guide. Is this possible? Thank you!
