Yes, you can get 5 days Shenzhen VOA at designated border crossings, Lo Wu included. However, I suggest you as I do it all the time, to take a morning (CKS - Chu Kong Passenger Transport) ferry from Hong Kong to Shekou port in Shenzhen to avoid crowds at visa offices on overland border crossings. You should be aware of Shekou visa office opening hours: 9:00 - 13:00 & 14:30 - 16:30.0
