About:24-Hour Visa-Free Transit

Travel from UK to Shanghai pvg then to Melbourne

I am transiting through Shanghai for 14.5 hours from UK. I fly to Melbourne from Shanghai. I am American. Can I get a 24 hour visa free entry to let me go visit Shanghai city or will I be denied and have to stay in the airport? I want to visit for four hours then come back to a hotel or airport to sleep. What are the requirements and how long from landing to leaving airport will it take? I am assuming I don't qualify for 144 visa free. Can I apply beforehand and what's the link or I must inform my carrier when boarding?
