Chinese visa application as a Dutch resident in Japan

Can I apply for a Chinese visa in Japan as a Dutch resident?

I am currently in Japan and want to study the Chinese language from mid-August to mid-December.
Usually I need to apply for a visa in my home country (the Netherlands), but I will not come there in the next months.

It's only possible for you to get the visa in Japan if you have a temporary resident permit of the country. BYW, you may need an X2 for the purpose of study.
