You are definitely covered by 24 hour visa free transit in Guangzhou and you do not need any kind of visa.
If you are traveling on a single (through) ticket that was booked at once for both flights, then your luggage will be tagged all the way to Melbourne. In case if you fly on two separate tickets, you will have to collect your luggage, pass the immigration, perform new check-in and pass the immigration again. In any case, you are fine because with 11 hours long layover, you will have time to do everything.
I advise you to ask at check-in in Manila whether your luggage will be tagged all the way to Melbourne, just to know what you should do when you arrive in Guangzhou. Also, if you want to exit the airport, you will approach 24/144 hour visa free transit counter where you will apply for free for temporary entry permit. If granted, you will be able to explore Guangzhou for several hours. If not granted, you will remain at the airport waiting for your connecting flight. In any case, you do not need any kind of visa.
