Buy and Travel with an electric bike

I want to buy and travel/tour with an electric bike in China. What is the situation re.
a. taking it on a train in the city and inter-cities.
How about on buses in the city.
b. taking it in to hotel and charging it there. I intend to stay in mid-range hotels ie 3 stars.
After my trip, I intend to sell it.
c. Do I need a car/bike licence .... from my country Malaysia/China.
