About:24-Hour Visa-Free Transit

London to Bangkok

Hi, last question. My mother has an Indian passport, but she lives in Britain for the last 25years. Under the 24hr visa permit for visiting China (Guangzhou), would she be allowed in? The layover will be 16hours. We will be going from London to Bangkok with Guangzhou layover (16hours)
