The exit China USD 5,000 no need to declare limit, is valid also for minors?

I mean, if a family of 4 (husband, wife and two minor kids aged 10 years or so) gets out of China with USD 20,000 needs to declare? Thanks.

Theoretically, it is valid and even minors can bring that amount out without declearing the customs.
