I'm a British passport holder and would the 72-hour visa-free transit policy work for this routing - "London - Shanghai - Hong Kong - London"

Yes, your itinerary, if it does not have any additional landing within mainland China or your first segment from London to Shanghai a stop in Hong Kong, is definitely eligible for 144 hour visa free transit in wider Shanghai area.

Please, have in mind that 72 hour was abolished in Shanghai in favor of 144 hour visa free transit years ago.
