hello I,m Malaysian can I travel from HKG to Shenzhen by using VOA ?

At the time being, relevant feedback show that for some reason, probably due to high demand and the crowds that form at visa offices, Chinese autohorities strictly limit issuing of VOA to just a smaller number of countries, usually those that have a right for 144 hour visa free transit. Unfortunately, Malaysia is not among them. I would discourage you from your plans to travel to Shenzhen by relying on VOA. I'm sorry.
