Recent feedback tells in favor that Thai citizens are eligible for VOA if they have been granted a Chinese visa in the past. So, if you have some old Chinese visa in your current or old passport, you should bring it and you will be granted a VOA. If not, then I strongly suggest you to obtain a Chinese tourist visa in advance.0
