Qinhuangdao Seaport query

Good morning,
Can I enter China from South Korea via ferry at Qinhuangdao Seaport and apply for 144 hours travel permit? Then I want to go by train to Beijing and from there by air to Australia.

Qinhuangdao Seaport is eligible for 144 hours travel.
Qinhuangdao Airport is not eligible.
