About:Chinese Permanent Residence Permit

Spouse Reunion

If I apply under spouse reunion, do I need to apply in the city my wife is from (Jinzhou) or where I'm currently living (Qingdao)? Also, can I apply online or do I need to travel to the PSB in person to get the application?
