About:Visa on Arrival

Can a Ugandan that has visited Hong Kong be allowed entrance to Shenzhen for only daytime shopping?

Since a Ugandan can stay in Hong Kong for up to 30 days visa free, is it possible for one (Ugandan) that is residing in a hotel in Hong Kong to enter Shenzhen for tour & shopping during day and travel back to their residence in Hong Kong?

Unfortunately, Ugandan citizens are not eligible for Shenzhen VOA.
