Can I get on arrival visa for multiple times?

I am an Australian passport holder and now in HK. Planning to spend 5 days in Shenzhen early April. Then another 5 days in Xiamen after coming back to HK, continue my trip from Xiamen to Zhuhai for 3 days before coming back to HK. Am I allowed for VOA for multiple times?

It's possible for you to so do. Get Shenzhen VOA and Xiamen VOA both entering via HK. But you cannot travel to Zhuhai from Xiamen directly with that VOA. You need to enter Zhuhai from a thrid country/region.
