About:China Transit Visa

My helper is flying to meet us via London.

She has her visa to London and she has a layover of 3 hours in Pekin from Hong Kong, does she needs a transit visa? She is from the Philippines, she will not leave the airport of course, not even the International area as she needs to board the other flight. Thanks
