S1 visa possible for my Mother-in-law

Hi, can you please tell me if it is possible to get an S1 visa for my Russian mother-in-law who has had a number of visas to China (pre-covid)?

The S visa is kind of dependent visa. That means she needs to have someone to depend on. The one she will depend on should have a work or student or other long-term China visa.
