About:China Visa on Arrival

Is Xiamen VOA available for tourists now?

And also, is there any proof I have to show to the airline that I will apply for VOA. Many airlines require valid entry documents for flights to china at check-in

It is quite risky for tourists to do so as China has not opened for tourism yet.
